Paf joins Finnish gambling trade association ahead of market opening
Åland-based operator Paf has become a member of Rahapeliala ry as Finland prepares to license private operators from July 2027.
Paf announced its membership of Rahapeliala ry, Finland’s gambling industry trade association, at its Åktoberfest seminar in Helsinki on 28 October 2026.
The move comes as Finland is ending decades of state-monopoly online gambling, with its new Gambling Act opening the market to licensed private operators from 1 July 2027.
Operator background
Ålands Penningautomatförening, known as Paf, was founded on 31 October 1966 on the Åland Islands. The operator is owned by the Government of Åland.
In its 2025 financial year, the company reported a turnover of €214.5 million and distributed €55.5 million to public-good causes.
Player protection measures
The company introduced its mandatory annual loss limit in September 2018, making it one of the first operators globally to do so. From 2026, the limit stands at €15,000 per year for customers aged 25 and over, with lower thresholds for younger age groups.
Finnish market plans
Paf is set to become a main partner of the Finnish Ski Association when licensing takes effect in July 2027.
